BER for New Non-domestic Buildings
Technical Guidance Document L – Conservation of Fuel and Energy – Buildings Other than Dwellings (2022) sets out the minimum energy performance requirements for new commercial and public buildings. Compliance with these requirements is proven in the BER calculation process.
A non-domestic BER assessment should be carried out early in the design process to ensure that the building when constructed complies with Part L. A final site survey post completion of works will also be required to produce the final BER certificate.

Display Energy Certificates (DECs)
Public Buildings need a different type of BER Cert known as a Display Energy Certificate. This is because public buildings are expected to be leaders and so must have their BER Certificate on display. Display Energy Certificates (DECs) are calculated based on recorded annual energy use from billing data.
If you don’t have enough billing data, a DEC can be carried out using an estimate from your energy supplier. A DEC must be updated every year to reflect energy-use trends.
